Disaster Management & Rehabilitation Program

Mitigating Disasters. Rebuilding Communities. Shaping a Resilient Future.

In the disaster-prone regions of Western Maharashtra—including Solapur, Sangli, and Kolhapur—and Dharashiv (formerly Osmanabad) in Marathwada, recurring droughts and severe floods heavily impact rural life, food security, and socio-economic stability. Against this backdrop, Dr. Ambedkar Sheti Vikas Va Sanshodhan Sanstha (ASVSS) has been actively working for decades to implement effective disaster management and long-term rehabilitation initiatives.

The organization’s approach goes beyond providing immediate relief; it encompasses comprehensive interventions across three critical phases: disaster preparedness, immediate response, and post-disaster rehabilitation. During the pre-disaster phase, ASVSS focuses on village-level awareness campaigns, training, and “cadre building”—developing local volunteers and leadership to strengthen community resilience. In times of crisis, the organization works in close coordination with local administrations and partners to ensure affected families receive essential supplies, including food grains, drinking water, healthcare services, livestock fodder, educational financial aid, and temporary shelter.

Once the immediate crisis subsides, ASVSS empowers affected families to regain self-reliance through the ‘SCLR’ (Survival and Community Led Resilience) approach. This includes sustainable agricultural development, livelihood creation, water management, and restoring community infrastructure such as schools, libraries, cremation grounds, and community kitchens. Beyond grassroots action, ASVSS also drives systemic change through successful policy advocacy, championing critical causes like the establishment of government fodder camps and enhanced financial aid for flood victims.

Our Impact

  • 13,500+ disaster-affected individuals and families supported through immediate relief and long-term rehabilitation programs.

  • 5,000+ rural residents benefited from infrastructure development across 10 flood-affected villages.

  • 50+ villages across Sangli, Kolhapur, and Solapur districts covered under disaster relief and rehabilitation operations.

  • 67 disaster-affected students empowered through financial and educational assistance.

  • 3 community libraries established across villages to restore and enhance local educational environments.

Disaster Management & Rehabilitation Program

Disaster Relief. Community-Led Recovery. Building Resilient Futures.

The districts of Solapur, Sangli, Kolhapur in Western Maharashtra and Dharashiv (formerly Osmanabad) in the Marathwada region are frequently affected by droughts, floods, and other climate-induced disasters. These recurring crises severely impact rural communities, particularly small and marginal farmers, women, children, and informal workers. Livelihoods are disrupted, food security is threatened, education is interrupted, and families are often forced to rebuild their lives from scratch.

To address these challenges, Dr. Ambedkar Sheti Vikas Va Sanshodhan Sanstha (ASVSS) has been implementing a comprehensive Disaster Management and Rehabilitation Program for many years. Our approach covers the entire disaster cycle—from Preparedness and Emergency Response to Recovery and Community Resilience.

Rather than limiting our work to emergency relief, ASVSS focuses on strengthening local leadership, promoting community participation, and building long-term resilience. Through the SCLR (Survival and Community-Led Resilience) approach, communities are empowered to recover sustainably and become better prepared for future disasters.

  • Strengthen community preparedness through disaster awareness, planning, and capacity building.

  • Provide timely, dignified, and need-based emergency relief to disaster-affected families.

  • Support sustainable and community-led rehabilitation after disasters.

  • Restore livelihoods and improve long-term economic resilience.

Programs & Projects

Livestock Fodder Camp Initiative

ASVSS has played an important role in advocating for livestock protection during drought situations by promoting the establishment of fodder camps for small and large animals. The organisation’s efforts contributed to strengthening government policy mechanisms for providing fodder support during drought emergencies. The initiative received support from public representatives, social leaders, and regional media, helping ensure that livestock remains protected during climate-related crises.

Impact: Contributed to the development of government mechanisms for livestock fodder camps during droughts • Supported protection of millions of livestock across Maharashtra during emergencies • Strengthened livelihood security of farming communities by safeguarding their livestock assets • Promoted livestock protection as an essential component of disaster management

SCLR – Community-Led Disaster Resilience Program

Through the SCLR (Survival and Community-Led Resilience) approach, ASVSS supports disaster-affected communities in rebuilding their lives with dignity and self-reliance. The program focuses on livelihood restoration, water management, women’s empowerment, and strengthening community infrastructure through active participation of local communities.

Impact: Rehabilitation initiatives implemented across 8+ disaster-affected villages • 3 village libraries established • 2 flood-affected schools repaired • Community infrastructure strengthened through cremation ground improvements, community kitchens, playgrounds, and public facilities • 5,000+ people supported through water and livelihood interventions • Disaster preparedness strengthened through community-based support and resources
